Plan entitlement and service release are separate controls, so a new capability can be tested safely before it becomes generally available.
Your plan defines project limits and the capability level available to the account.
Services can be Live, Beta, under Maintenance or temporarily Disabled.
Existing users can request a higher plan from the simulator without losing their current project workflow.
